The Ministry of Environmental Protection said that Shaanxi, Hunan, Jiangsu, Ningxia, Shandong and Beijing are making slow progress.

In September 2013, the State Council issued the “Air Pollution Prevention and Control Action Plan” to strengthen the “Yellow Label Vehicle” governance requirements and speed up the elimination of yellow-label vehicles and old vehicles. Adopting methods such as demarcation of prohibited areas and economic compensation, and gradually eliminating yellow-label vehicles and old vehicles. By 2015, the yellow label car registered and operated before the end of 2005 will be phased out, and 5 million yellow-label vehicles in the Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta regions will be basically eliminated. By 2017, the national standard yellow label car will be basically eliminated.

The Ministry of Environmental Protection stressed that the elimination of yellow-label vehicles is an important task deployed by the State Council this year and must be unswervingly completed.

At present, the yellow label car elimination work is about to enter the final stage. Guangxi, Yunnan, Tianjin, Tibet and other four provinces have completed the elimination tasks ahead of schedule. According to the Ministry of Environmental Protection, 15% of the nation's elimination tasks have not been completed, especially in Shaanxi, which is seriously lagging behind. Only less than one-third of the completion is completed, and the task is facing a severe test. Hunan, Jiangsu, Ningxia, etc. completed less than 70%, and the elimination progress of Shandong and Beijing failed to meet the timing requirements.

Yue Xin said that the number of yellow-labeled vehicles is relatively large. However, there is not much legal basis at present. Under the circumstances of low compensation, it is very difficult to force the elimination. The task of eliminating yellow-label vehicles this year is rather arduous.

Nearly 15% of tasks have not been completed

In October this year, the progress of the elimination of the yellow-label car was accelerated, and a total of 171,800 yellow-label vehicles registered and operated before the end of 2005 were eliminated nationwide. As of the end of October, the country had eliminated 995,200 yellow-label vehicles registered before the end of 2005, accounting for 85.46% of the elimination tasks. In order to ensure the completion of this year's work tasks, the Ministry of Environmental Protection said that the Ministry of Public Security, the Ministry of Transport and other relevant departments have taken active actions to supervise the slow-moving areas to increase the efforts to eliminate yellow-label vehicles, and require local governments to strictly implement their target responsibilities and take measures to promote tasks. carry out. The elimination of yellow-label vehicles relies heavily on the financial subsidies of local governments. Taking Beijing as an example, in recent years, Beijing has repeatedly raised the financial subsidies for the elimination of old cars. As of the end of November 2014, Beijing had eliminated 426,000 old motor vehicles, overfulfilling the 391,000 missions issued by the state in advance, and became the first city in the country to basically solve the pollution pollution of yellow-label vehicles.

However, the number of yellow-label vehicles eliminated in Beijing this year was set at 5,156. In the first ten months, 3,646 yellow-label vehicles were eliminated, with a completion ratio of 70.71%. There are still 1510 tasks to be completed.
