** The representative proposed that the government should increase investment to promote the sharing of large scientific instruments

In recent years, the funds invested by the Ministry of Education, local governments and all levels of competent authorities in scientific research institutes and universities amounted to several hundred billion yuan, of which a considerable proportion was used for the purchase of scientific research instruments. However, a survey on the use of over 400,000 yuan in colleges and universities across the country shows that nearly half of large-scale instruments are not used efficiently, and nearly one-third of large-scale instruments are inefficient. To this end, the National Committee of the Chinese People's Political Consultative Conference and professor of East China University of Science and Technology, Lan Yibo, called for the rationalization of China's large-scale equipment and equipment management system as soon as possible, and promote the sharing of resources so as to avoid the waste of national resources.

Lan Yibo pointed out that the purchase and maintenance costs of large-scale equipment and equipment are quite high, and the use of low efficiency means the waste of national resources. He suggested that legislation should be adopted to ensure the openness and sharing of scientific research instruments and facilities. This can not only improve the utilization of the instrument, but also allow the scientific research personnel to fully understand and do a good job of open sharing under the legal framework. In addition to legislative measures, Lan Yibo also suggested that government departments increase capital investment and support open sharing; at the same time, relevant documents must be issued to further strengthen fund management and standardize instrument purchases.
