The low concentration of industry, the lack of core technology, and the lack of a sound after-sales service network have caused a sudden increase in the survival and development pressure of China's ship supporting enterprises during the downturn. On September 2 , the Equipment Industry Department of the Ministry of Industry and Information Technology held a symposium on the development of China's shipbuilding industry. More than 30 representatives from the Ministry of Finance, China Shipbuilding Industry Association, the two major shipping group companies and national key supporting enterprises attended the meeting. Li Dong, deputy director of the Equipment Industry Department of the Ministry of Industry and Information Technology, presided over the meeting. Participants introduced the difficulties faced in production and operation, and put forward suggestions for promoting the development of the ship supporting industry. Li Dong said that the leaders of the State Council attach great importance to the development of the ship supporting industry. In order to deeply analyze the current development situation and existing problems of the ship supporting industry, and listen to the company's suggestions for development, the Ministry of Industry and Information Technology specially held this meeting. After the meeting, the Ministry of Industry and Information Technology will work with relevant state departments to seriously study the opinions of the people and take practical and effective measures to actively guide and support the development of the ship supporting industry. Cost pressures soared, orders are generally insufficient
After the rapid development during the “ Eleventh Five-Year Plan†period, the scale of China's ship supporting industry has been continuously expanded, product varieties have increased, and the technical level has been greatly improved. Marine low-speed diesel engines, large-scale marine crankshafts, propellers, deck machinery, and cabin equipment have achieved localization. Manufacturing and supporting output value have been greatly improved, and certain breakthroughs have been made in the independent research and development of ship supporting facilities. The development achievements of the ship supporting industry should not be obliterated. However, China's shipbuilding industry is still far behind the pace of development of the shipbuilding industry. With the outbreak of the international financial crisis, the shipbuilding industry has turned sharply. At present, ship supporting enterprises are generally faced with the problem of insufficient orders. A person in charge of a marine diesel engine company said that in 2012 , half of the company's production capacity will not be released, and the days are very difficult. In fact, in the field of marine diesel engines, in order to guarantee the operating rate, the dispute over orders has reached a fever pitch. On the one hand, domestic diesel engine enterprises must face tremendous pressure from the appreciation of the renminbi, rising labor costs, and rising raw material prices. On the other hand, they must endure the shipowners' demands for higher and higher prices and lower and lower prices.
Since the first domestic large-scale marine crankshaft was successfully manufactured in 2005 , China's marine crankshaft manufacturing industry has made remarkable progress. At present, half of the crankshaft required for low-speed diesel engines has been localized and partially exported. Not long ago, Shanghai Marine Crankshaft Company received the quality report of the first export crankshaft (German shipowner), saying that the crankshaft quality is stable and reliable, and it has been operating normally for five years. However, the main problem facing crankshaft manufacturers is that the orders are insufficient and the prices are low, and the companies are struggling near the loss line. If you can't receive more orders, the crankshaft enterprise will be difficult to sustain. " Once the domestic crankshaft enterprise collapses, the crankshaft manufacturing will return to the era of monopoly of foreign companies, and the price will skyrocket. " Liu Chaoming, general manager of Shanghai Marine Crankshaft Company, said with no worries.
The ship market is in a downturn, the ship price is down, and its influence is layer-by-layer. All supporting enterprises such as diesel engine enterprises, deck machinery enterprises and crankshaft enterprises are bound to face tremendous pressure. A number of supporting companies said that in 2012 , they were still able to maintain their jobs. In 2013 , the situation may be more severe and the days are even more difficult.
Building a self-owned brand and strengthening the second round of supporting
Participants believed that through the introduction of patented technology and cooperative production, China's shipbuilding industry has developed rapidly over a period of time. However, these methods have led the industry to ignore independent innovation and independent brand building for a long time. If you do not master the core component design and manufacturing technology, product upgrades, partial technology upgrades, and supply of key components depend on the partners, and in the downturn of the market, they are vulnerable to people.
Gao Jian, deputy general manager of Nanjing China Ship Oasis Machinery Co., Ltd., said that the company's products have two types of cooperative brands and independent brands, but foreign ship owners often prefer cooperative brands. Facts have proved that China's supporting enterprises need to develop their own brands. However, in the current bad market situation, the manpower and financial resources required to build a self-owned brand are large, and enterprises are unbearable. According to the national conditions, enterprises should determine a reasonable development strategy, especially from the future ship demand and the requirements of the new international maritime regulations, plan ahead, vigorously strengthen the research and development of marine products and independent innovation, and form independent research and development capabilities of key equipment.
Feng Jianjun, director of planning and development of Hefei Rongan Power Machinery Co., Ltd. said that the key factor affecting the competitiveness of domestic diesel engine enterprises is the lack of supporting capacity in the second round. It is understood that after rapid development in recent years, the domestic low-speed machine assembly capacity has basically met the demand, but the second-round matching capacity can not match. For example, the manufacture of piston heads, etc., its production capacity is far from meeting the needs of diesel engine enterprises. Since the second-round supporting enterprises are generally private enterprises, the scale is small and the strength is limited. According to the existing policies, it is difficult to meet the standards for the entry of some local industrial parks, so the driving force for enterprise development and investment is insufficient. He suggested that the second-round accessory products with serious production capacity should be supported and encourage small and medium-sized enterprises to take the road of specialized production.
Establish a service network and optimize the industrial structure
For a long time, the most important " shackles " that shackle the domestic ship supporting industry to overseas are the lack of a global service network and the inability to provide timely after-sales service. Participants believed that it is very important to solve this problem in the crucial period of China's construction of a world-class shipbuilding power. At the same time, the strength of China's shipbuilding industry and the expansion of supporting industries have laid a good foundation for enterprises to solve the problem of lack of global service network.
Gao Jian said that the timeliness of the anchor winch and crane service is very important. There is no significant difference in the quality of Oasis' own brand products compared with foreign brand products. However, due to the inability to enjoy fast service, shipowners are always embarrassed to purchase their own branded products. Even with the help of foreign brands' service networks, when products have technical problems abroad, the company must send technicians to the scene. However, with the current strict exit and entry management methods, it is difficult for technicians to guarantee arrival within 72 hours.
Wang Shuofeng, deputy chief engineer of 704 , analyzed that the main power integration of the station has certain advantages. This year, the share of its products in the inland waterway market has increased rapidly. At present, the main obstacle affecting export vessels on products is the lack of a global service network, which is also an important obstacle for domestic independent brand accessory products to go international. The same is true in the field of marine air conditioning, and domestic independent brand products are basically matched for coastal and inland river vessels. Wu Qiang, deputy general manager of CSSC, suggested starting with the establishment of a domestic brand after-sales service network. After the completion of the domestic network, sum up the experience, improve the system, and consider setting up a service network abroad.
In addition, compared with the world's advanced marine equipment manufacturing countries, China's ship supporting industry is relatively small in scale and scattered in layout. Taking low-speed diesel engines as an example, China's marine diesel engine enterprises are not concentrated. The total output of 9 enterprises in 2010 is about 6 million horsepower, and Hudong Heavy Machinery Co., Ltd., which has the largest output, has only 1.75 million horsepower. Participants suggested that new large-scale ship-to-ship products that can meet demand should not be set up. Shipbuilding enterprises should be encouraged to merge and reorganize, optimize industrial structure and increase production capacity.
