It is understood that the project was officially completed and put into operation in February 2011. Prior to this, chemical odors generated by several large chemical companies in the eastern chemical district of Zibo Central District often affected the downtown area. To this end, Zibo City proposed hiring foreign environmental protection experts to participate in environmental management in Zibo City.

In 2008, Zibo City hired a Japanese environmental protection expert to address issues such as the concentration of eastern chemical companies, concentration of exhaust emissions, and the generation of toxic gases such as dioxin at low temperatures.
