The "Action Plan" clarifies that through the three-year efforts, the "five major systems" for agricultural mechanization policies and regulations, social services, scientific and technological innovation, talent support and quality and safety supervision will be more perfect, the structure of agricultural machinery and equipment will be more reasonable, and regional and industrial development will be more coordinated. The construction of "smart agricultural machinery" has been further advanced. By 2018, the province will add 300,000 sets of various types of agricultural machinery and equipment, and the level of mechanization and facilities in all sectors of agriculture and industry will reach a new level.

The Action Plan emphasizes that the “six major initiatives” should be adopted to promote the achievement of the objectives and tasks.

Implementing the “machine substitution” demonstration project in the agricultural sector, creating 10 agricultural “machine substitution” demonstration counties, 100 demonstration townships (parks) and 300 demonstration bases in three years; improving agricultural machinery purchase subsidy policies and researching and formulating agricultural machinery new product subsidies Measures; explore the introduction of the first set of agricultural machinery and equipment to replace the compensation method, improve the compensation method for high-energy-consuming agricultural machinery scrapping, and improve the agricultural machinery support policy system.

The maintenance site strengthens service capacity building, guides the combination of after-sales service of agricultural machinery enterprises and social maintenance points, and establishes a special maintenance center. In the past three years, it has built 15 agricultural machinery maintenance centers (sites) and 60 secondary agricultural machinery maintenance centers (sites).

The fourth is management promotion. Strengthen the management of agricultural machinery production, organize technical guidance, consultation and training around the important agricultural season, strengthen the command and dispatch of agricultural machinery; strengthen the safety management of agricultural machinery, deepen the construction of “safe agricultural machinery”, improve the cooperation mechanism of police and farmers, and study and establish a safety inspection system for agricultural machinery outside the road. Promote free on-site safety inspection of agricultural machinery that endangers personal and property safety, promote scrapping and renewing work, scrapped 20,000 sets of agricultural machinery with poor old and poor safety performance; strengthen the quality management of agricultural machinery, organize the activities of agricultural machinery quality month, and explore the establishment of agricultural machinery products The quality supervision system is a solid investigation of the quality of specific agricultural machinery in use.

The fifth is the promotion of reform. The sixth is team promotion.
