Breakthrough in localization of digitized instrument control system for nuclear power plants

The control system has always been a weak link in the domestic production of complete sets of equipment in our country. China's equipment is known as "heart disease" and "neuropathy." The digitized instrument control system of nuclear power plants has a very high safety and reliability requirements and is the nerve center of the entire nuclear power plant. It is the most important and difficult part of localization of nuclear power equipment. The entire system can be divided into two parts: nuclear safety level and non-safety level. The non-safety part is responsible for the automatic control and monitoring operations of the unit in the operating state; the safety part is responsible for the protection and accident mitigation functions under the accident conditions. The most important part is the reaction protection system. Due to its high technical content, long development cycle and strict reliability requirements, it has long been monopolized by a few foreign manufacturers such as Westinghouse, Siemens, and Mitsubishi, and a digital instrument control system for millions of kilowatts of nuclear power plants has reached a price of 100 million euros. Million kilowatts of thermal power plant control system only needs 10 million yuan.

To break through this core technology, the National Energy Administration organizes companies and scientific research institutions to fully break through the technological bottlenecks in the field of digital instrumentation and control, break foreign monopolies, fill gaps in the domestic market through independent innovation, and achieve significant progress:

1. Nuclear power plant non-security digital instrumentation control system has been fully autonomous. Due to foreign technology export restrictions and embargoes, in 1993, the six industrial automation divisions of the Ministry of Electronics undertook the computer system of the first phase of the Pakistan Chashma Nuclear Power Plant. The localization of the non-safety digital instrument control system for nuclear power plants started. In 1997, Beijing Helv Shi Company (joint-stock enterprise established by the Electronic Department 6) assumed the Qinshan Phase II nuclear power station KIT/KPS (power station centralized data processing and safety supervision panel system) and the conventional island DCS system. In 2007, the National Development and Reform Commission promoted the establishment of the Guangli Nuclear Corporation, a joint venture between China Guangdong Nuclear Power Group and the company, and signed a non-safety-level DCS supply contract for the whole plant of Hongyanhe 1-4 and Ningde Units 1-2. Guangli Nuclear Company has established a new factory area of ​​22,000 square meters in the Beijing High-tech Development Zone, which specializes in the production of nuclear power plant control systems. The National Energy Administration grants financial support from special projects in science and technology. After 13 years of unremitting efforts, China eventually mastered the core technology of the nuclear power plant's non-safety DCS system, broke the monopoly of a few foreign companies, and achieved a complete localization.

2. The development of a digital control platform for nuclear safety has made breakthroughs. Due to foreign technology export restrictions and embargoes, in 2004, China Experimental Fast Reactor eventually chose Beijing and Lishi to provide digital safety monitoring devices. This device is an important part of the reactor protection system. It completes the process data collection and threshold comparison output. Features. On the basis of the technology developed by the China Experimental Fast Reactor Digital Safety Monitoring Device, the National Energy Administration relies on Beijing Guangli Nuclear System Engineering Co., Ltd. to form a National Energy Nuclear Power Station Digitized Instrument Control System R&D Center, and launched the development of a nuclear safety level digital instrumentation control system. . On October 24, 2010, the National R&D center for digital instrument control systems for nuclear power plants released the development results of the prototype stage. The development results have complete independent intellectual property rights, and the design and development strictly comply with the relevant requirements of nuclear safety laws and standards, and the basic nuclear safety level digital control system functions, system response time and other key indicators have reached the expected requirements. Through the follow-up product design and application technology research, it is expected that the practical application of the CPR1000 second generation PWR reactor protection system will begin in 2012. The development results can be further extended to third-generation advanced pressurized water reactors such as AP1000 and EPR, and fourth-generation nuclear reactors such as high-temperature gas-cooled reactors and fast neutron reactors, and can also be applied to the defense industry.

3. We began to "go global" and actively explore foreign markets. During the period from 2008 to 2009, Guangli Nuclear Company completed the KIT/KPS system upgrade of Daya Bay Nuclear Power Station No.1-2 unit, replacing the original French import system with a domestically-produced DCS system with independent intellectual property rights. In France, EDF currently has dozens of M310 series units that are similar to Daya Bay No. 1-2 units. The KIT/KPS systems of these units are analog control systems, greatly lagging behind the current digital ones. The control system, which is already near the end of its life, is in urgent need of upgrading. Guangli Nuclear's KIT/KPS system not only outperforms the original system in terms of performance and functionality, but also is extremely competitive in terms of price. At present, it is actively tracking the reform process of the power plant instrument control system of the EDF in France and has reached an agreement with EDF to seek entry into the nuclear power instrument market in developed countries. In addition, Guangli Nuclear Company, with the support of China Guangdong Nuclear Power Group, is actively exploring the nuclear power market in newly industrialized countries such as South Africa, and participating in foreign markets with independent technologies and products no less than the internationally advanced level.
