It is reported that the "Measures" clearly established a car rental information system and sharing platform to improve the efficiency of administrative management and improve the efficiency and efficiency of enterprise management; adhered to the principle of effectively relieving traffic congestion in the city, and limited the number of new leased passenger cars. . At the same time, the legal status and rights and responsibilities of the automobile leasing industry association have been clarified, and the management function of the car leasing association has been fully utilized. The government service function has been further strengthened to solve the problem that the car leasing industry lacks upstream and downstream industry policy support.

The Measures clarify corporate responsibilities and obligations, including safety management, vehicle maintenance and testing, and management of employees. Prevent terrorists and other lawbreakers from using leasing vehicles to commit illegal crimes, and the occurrence of cheated renting and theft of vehicles in the leasing industry to protect people's lives, property, and corporate interests. In addition, the "Measures" encourage car leasing operators to innovate their business models and carry out scale, intensive, and networked operations. Encourage the cooperation between car rental operators in the same city and in different places, encourage car rental operators to carry out “car sharing” business, and combine with other travel modes to effectively reduce the number of private cars traveling on the road.

According to reports, as of October 2010, there were 418 car rental companies registered in Beijing, with 20,600 vehicles in operation, 404 operating outlets and 2,900 employees. The average rental rate of rental vehicles was 81%, and holidays can be even more. At 95%-100%, the city’s car rental industry has annual operating income of 1.1 billion yuan.
