How to achieve breakthrough in chemical energy-saving and emission reduction

From July 25th to 26th, 200 representatives from major domestic oil and chemical companies and provincial-level oil and chemical industry associations gathered in Lanzhou to participate in the national oil and chemical industry energy conservation and emission reduction forum. Breakthroughs were discussed in depth.
The experts who participated in the national oil and chemical industry energy conservation and emission reduction forum analyzed the difficulties faced by the petroleum and chemical industries in respect of energy saving and emission reduction. On the one hand, China's petroleum and chemical industry still focuses on the production of basic raw material products, and the proportion of fine chemical industry. Small, high energy consumption and large pollutant emissions are difficult to completely change over time. On the other hand, the average annual growth rate of China's petroleum and chemical industries in recent years is above 20%. This is equivalent to recreating a petrochemical industry of the same size in a few years. With such an industrial structure, at such a pace of development, it is very difficult to achieve the goal of a 20% reduction in energy consumption and a 10% reduction in emissions.
Experts pointed out that the difficulty of energy-saving and emission-reduction work in the petroleum and chemical industries is reflected in the following three aspects: First, the production capacity of high-energy-consuming and highly-polluting products grows too fast and it is difficult to suppress. In recent years, the investment growth of nitrogen fertilizers, soda ash, caustic soda, calcium carbide, and yellow phosphorus has increased at a rate of about 30%. The problem of overcapacity is serious. At the same time, weak regulatory mechanisms and local protection have prevented national industrial policies from being implemented, and it is very difficult to reverse the trend of high energy consumption and high-pollution products. Second, the basic work of energy saving and emission reduction in the industry is weak. The statistical methods for energy consumption and pollutant discharge are not perfect. Some of them were formulated more than a decade ago and they are no longer suitable for the needs of the current industry; some have no standards at all and need to be studied and formulated immediately. Even the statistical data of the National Bureau of Statistics, there are many needs of various industry associations to help verify. In addition, the statistics and management team for energy conservation and emission reduction are weak, and many companies do not have full-time energy and environmental management personnel. Third, the development and promotion of energy-saving and emission-reduction technologies are insufficient. Promoting energy conservation and emission reduction needs technical support. In recent years, companies have invested more in expanding their scale, but insufficient investment in technology development for energy conservation and emission reduction. Even though some companies have developed good energy-saving and emission-reduction technologies, some are not willing to share in the industry because of their own interests. In addition, for those industries that already have mature energy-saving and emission-reduction technologies, the state has also shown insufficient efforts in promoting technology and setting up special support.
Representatives attending the meeting expressed that from the experience of industrialized countries in the world, no country has achieved the level of energy conservation and emission reduction we have now determined under the current conditions of industrialization in China. The tasks we face are arduous. However, in the global energy and greenhouse gas emissions issue that has attracted extensive attention from the international community and the Chinese government and the public attach great importance to it, accelerating the comprehensive utilization of energy and resources and reducing the generation and emission of pollutants has become the most important and urgent issue in the industry. The task is also our social responsibility. This task is even more arduous and we must complete it.
The consensus of the delegates is that they must do a good job in the following six aspects.
The first is to raise awareness and enhance the industry's sense of urgency and responsibility for energy conservation and emission reduction. The oil and chemical industry must actively promote "responsible care" and take practical actions to improve the social image of the oil and chemical industry.
The second is to continue to control the increment and optimize the industrial structure of the petroleum and chemical industries. Enterprises should vigorously develop organic raw materials, chemical new materials and fine chemicals, reduce the proportion of high-energy-consuming products in the industry, and cooperate with relevant state departments in the administration of high-polluting industries such as chromium salts, pesticides, and dyes.
The third is to take advantage of the industry and continue to promote the development of circular economy. According to the principle of “reduction, reuse, and resource utilization”, the maximum economic output will be achieved with as little resource consumption and environmental costs as possible. It is necessary to seriously formulate and implement a circular economy development plan for the industry, strive for national policies and financial support, and earnestly summarize and vigorously promote the practical experience of the development of circular economy in chemical parks, key industries, and enterprises.
The fourth is to strengthen scientific and technological innovation and provide technical support for the development of circular economy. The focus is on energy conservation and alternative technologies, energy system optimization and cascade utilization technologies, comprehensive waste utilization technologies, and extension of industrial chain and related industry link technologies. "Eleventh Five-Year" period to focus on the promotion of mature energy-saving emission reduction practical technologies and processes, such as the nitrogen fertilizer industry sewage zero-emission technology and synthetic ammonia comprehensive energy-saving technology, chlor-alkali industry, dry-acetylene process production of PVC technology.
The fifth is to strengthen personnel training and build an industry energy management team. It is necessary to carry out energy-saving training for managers of key energy-consuming jobs and to train a group of energy managers who understand energy policies, master energy-saving management knowledge, and are familiar with production processes and proficient in energy-saving technologies.
Sixth, we must strengthen basic work and establish an assessment system for energy-saving and emission reduction in the industry. In accordance with the unified arrangements of the country, the standards for the consumption of key energy-consumption products in the petroleum and chemical industries shall be formulated, and the industrial energy utilization and energy-saving index system and evaluation system shall be established. It is necessary to strengthen the statistical analysis of energy consumption and pollutant discharge in the industry, timely release the industry energy conservation and emission reduction analysis report and domestic and international benchmarks, and promote energy conservation and emission reduction in the industry.
