Shen Danyang, a spokesperson for the Ministry of Commerce, said that in July, the US International Trade Commission ruled that China’s exports to the United States would cause substantial damage to the US domestic industry, which would cause Chinese tire products to be greatly affected by US exports.
According to Shen Danyang, in June this year, the US Department of Commerce made a final ruling on the anti-dumping and anti-subsidy investigation of passenger cars and light truck tires originating in China. China's responding corporate tax rate is 30.61%-51.33%, and the national unified tax rate is 107.07%. In July, the US International Trade Commission final ruled that China's exports to the United States caused substantial damage to the US domestic industry. This means that the US will impose a deposit on China's tire products exported to the United States according to the above-mentioned tax rate, which will greatly affect the export of Chinese tire products to the United States.
Shen Danyang said that in this case, the US has many problems from filing to investigation to final ruling. At the beginning of the case, the Chinese side questioned the applicant's qualifications in this case. However, the US Department of Commerce still made a decision to initiate a case investigation when its US tire manufacturing company expressed neutrality. In the course of the investigation, the US investigative authorities artificially cut high tax rates by using unreasonable practices such as substitute country data and unfavorable facts. The US also disregarded China's specific national conditions and relevant WTO rules, rejected the separate tax rate application of Chinese state-owned enterprises, and applied the national unified tax rate, which constituted discrimination and restrictions on Chinese state-owned enterprises and the economic system. In the damage investigation, the United States ruled that the relevant imported products caused damage to its domestic industry. This decision is seriously inconsistent with the facts, and it is very obvious by political influence. The color of trade protection is very obvious. Therefore, although the case has been finalized, China still urges the US to adopt a responsible attitude and actions to correct wrong practices as soon as possible and create a stable environment for Sino-US tire industry cooperation. At the same time, China will continue to safeguard its legitimate rights and interests through channels such as the WTO dispute settlement mechanism.
Shen Danyang emphasized that at present, Chinese tire companies are diversifying their markets and carrying out a global layout is an inevitable choice for achieving sustainable development. Facing the situation that exports to the United States are limited and domestic competition is becoming more intense, it is believed that many tire companies will more actively adjust their product mix and accelerate the pace of overseas investment.
