Innovative model, achieving high efficiency in research and development
In recent years, Jiujiang Precision Technology has been doing its best in terms of its strong inertial test equipment and precision measuring equipment. "But due to the limitations of product characteristics, it is difficult to form mass production, which restricts our further development." Li Shulin said. In October 2010, the institute set up a Beijing R&D center. The main task is to find products that are related to ship support, ship military and offshore engineering, and that can combine their technological advantages with the market.
After more than half a year of market research, the Beijing R&D Center aimed at the market opportunities brought about by the entry into force of the International Convention for the Control and Management of Ships' Ballast Water and Precipitates, and proposed a proposal to enter the market for ship ballast water management systems.
In June 2011, the ship's ballast water management system project of Jiujiang Precision Technology Institute was officially established. Due to the late entry into this field, after completing the feasibility analysis of the project, the institute adopted a model of cooperation with universities to develop this system through technology introduction. Li Shulin said that this research and development model can make full use of the advantages of technical resources of universities, the research and development of products and the advantages of process resources, as well as the experimental resources of shipbuilding enterprises.
After the project was established, the institute selected the elites to form a research and development team to make efforts in the processing technology, product testing and prototype production of the ship's ballast water management system, and continuously improve product research and development efficiency.
Hard work pays off. In less than two years, the “Dr. Hai†ship ballast water management system of Jiujiang Precision Technology Institute successfully passed the basic approval and final approval of IMO. Usually, this process takes six or seven years.
According to reports, the system uses the "filter + ultraviolet radiation + photocatalytic oxidation" synergy technology recommended by IMO to completely kill the microorganisms such as algae and bacteria in the ship's ballast water, so that the water quality of the discharged ballast water meets the international Standard requirements specified in Section D-2 of the Ship's Ballast Water and Sediment Control and Management Convention and US Coast Guard (USCG) ballast water performance standards. At the same time, it does not need to add any chemical substances during the operation, and the discharged ballast water is harmless to the crew, the hull and the environment, and no secondary treatment is needed. Moreover, the system adopts modular design, low energy consumption, easy to design new ships and old ships, and is suitable for various ship types, waters and voyages.
At present, Jiujiang Precision Technology Institute has completed the trial production and testing of products with processing capacity of 250, 500 and 1000 cubic meters per hour. It has passed the factory approval of the Norwegian Classification Society (DNV) and is expected to pass the China Classification Society within the year. (CCS) and DNV type approval; at the same time, the US Coast Guard, the French Bureau of Shipping (BV), the British Lloyd's Register (LR) and other recognition work is also progressing.
After the final approval of IMO, the institute held the “Dr. Hai†ship ballast water management system promotion meeting, which was highly praised by shipowners, classification societies, shipping companies and research institutes. I hope to be the first users of the system.
Innovation mechanism, activate new engine
Although the “Bo Hai†ship ballast water management system has been officially unveiled, there are already dozens of ship ballast water treatment systems on the market that have passed the final approval of IMO, and the competition is fierce. To this end, Li Shulin said that Jiujiang Precision Technology Institute will carry out the industrialization of this product as soon as possible. From 2013 to 2014, in the two phases of Jiujiang City Economic and Technological Development Division, the development of the “Dr. Hai†ballast water management system will be developed. The industrial base of testing and industrialization has finally achieved an annual production capacity of more than 1,000 sets. At the same time, according to the requirements of the “New Products to Operate with New Mechanisms†proposed by the leaders of CSSC, the company will establish a company with independent legal personality before the end of this year to market this system in a market-oriented manner. . In order to further improve the institutional mechanism, the new company will also consider introducing external funds.
In view of the high demand for after-sales service of the ballast water management system, Li Shulin said that Jiujiang Precision Technology Institute will adopt the method of “borrowing the ship to the seaâ€, that is, using the resources of CSSC to carry out after-sales service.
